Was there a cigarette card in every pack?

Back in the day when cigarette cards were being produced, was there a card in every pack? Or did you have to be lucky to find a pack with one in? Or were there more than one in a pack? - A question for our more mature members who can remember back that far...

Way Way back in the mid 70's I used to smoke (idiot) and the weed that I smoked was Carreras Black Cat and yes there was a card in every pack and just like the Brooke Bond Tea cards you got near to the end of a set with only two cards to get then BANG out came a new set so you sent off the redemption slip with what ever the going rate was for the rest of the set.
I dare say that's exactly how it was 100 years back.

In Germany, the number of cards depended on the size of the pack, so you got say one card in a pack of 5 cigarettes and two cards in a pack of 10.  I think Brooke Bond did something similar.
